Implication of Drug Abuse Monitoring and Early Warning of New Psychoactive Substances in EU

Abstract: Objective To find out about the mechanism and model of drug abuse monitoring in the EU so as to provide reference for improvement of the system and model for monitoring drug abuse in China. Methods By searching the official website of the EU and related literature at home and abroad, the current regulations on monitoring of drug abuse, technical means and developments in the EU were explored. Results Along with the emergence of new psychoactive substances, the EU has attempted to strengthen active monitoring, establish an early warning system for the use of new psychoactive substances, and facilitate information exchange and risk assessment to control the abuse of new psychoactive substances. Conclusion China should improve the construction of drug abuse monitoring systems, expand the scope of monitoring, establish scientific monitoring methods, and improve the capability of monitoring and early warning.
